Project Delivery
PEB Project Workflow: From Inquiry to Handover
The PEB project workflow is the sequence of stages that takes a pre-engineered building from first inquiry to handover: requirements and quotation, design and approval drawings, detailed engineering, fabrication, packing and shipping, foundation work by others, erection, inspection and closeout documentation.

Key facts
- Clear requirements at inquiry stage reduce revisions later.
- Approval drawings are the point where the owner confirms geometry, loads and accessories.
- Anchor bolt plans and reactions are issued early so foundations can proceed in parallel.
- Fabrication is released only after drawings are approved.
- Responsibilities for foundations, erection and site services are defined in the contract.
Stage 1: Inquiry and requirements
The project begins with the owner or consultant describing the building: use, location, overall dimensions, clear height, governing code, loads, openings, cranes, mezzanines and cladding. A site plan and any architectural sketches help. The more complete this information, the more accurate the first proposal.
At this stage World Steel reviews the information, asks clarifying questions and prepares a preliminary design to establish the framing concept and a priced scope.
Stage 2: Proposal, contract and approval drawings
The proposal defines the building, the design basis and what is included and excluded. Once the scope is agreed, the engineering team prepares approval drawings showing frame layout, elevations, roof plan, openings, accessories and the design loads used.
The owner and their consultant review these drawings carefully. Changes are easiest and least costly at this point. Any later change to geometry or loads can affect members that are already in fabrication.
Stage 3: Anchor bolts, detailed design and fabrication
Early in the process the engineering team issues an anchor bolt plan and column reactions so the foundation designer can complete the foundations. The foundation design and construction are typically by others, and the structural interface is coordinated through these drawings.
After approval, detailed engineering produces shop drawings, cutting lists and erection drawings. Fabrication follows a controlled sequence: plate cutting, member welding, punching, cold forming of secondary members, sheet roll forming, surface treatment and marking. Quality checks take place at each step.
Stage 4: Packing, shipping and site delivery
Components are bundled, labeled and loaded in an order that supports the erection sequence. For export projects, packing lists and shipping documents accompany each consignment. On arrival, the receiving party checks the delivery against the packing lists and records any damage or shortage promptly.
Good site storage matters: materials should be kept off the ground, sheet bundles sloped to drain, and members stacked so they do not twist.
Stage 5: Erection, inspection and handover
The erector follows the erection drawings and a site-specific method statement, beginning with a braced bay and progressing along the building. Bolts are installed and tightened as specified, alignment is checked, and the envelope follows once the frame is stable.
At completion, the building is inspected, punch-list items are closed out, and the owner receives the as-built drawings, design documentation and maintenance guidance. This closeout package supports future maintenance and expansion.
Points to agree before work starts
- Governing code, design loads and site data.
- Scope split for foundations, erection, site services and permits.
- Approval drawing review process and who signs off.
- Anchor bolt plan issue and foundation coordination.
- Delivery address, access and site storage arrangements.
- Closeout documents required at handover.
Frequently Asked Questions
Who designs the foundations for a pre-engineered building?
Foundations are usually designed by a local engineer engaged by the owner or contractor, using the anchor bolt plan and column reactions issued by the PEB engineering team. The responsibility is confirmed in the contract.
Can I change the building after approval drawings are signed?
Changes are possible but they may affect members already in detailing or fabrication, and they can change price and program. It is best to resolve all requirements during the approval drawing review.
What documents do I receive at handover?
Typically as-built or final erection drawings, the design basis and calculations where specified, material documentation and maintenance guidance. The exact package is agreed in the contract.
Engineering content is general guidance. Every World Steel building is designed by qualified engineers to the code and loads of the project.
